Yes, there are a few rules. Don't worry though, they aren't complicated. :P-You must have some knowledge of creating websites and HTML.
-It helps a lot if you already have a site, though that isn't a requirement.
-Needless to say, there can be no illegal/stolen material of any kind on your site.
-Your site has to be in English, as that's the only language I speak fluently.
If accepted, you must have a link to Blue Stapler clearly visible on all your pages, have your site up(at least partially) within 2 weeks and open within a month, update at least once a week unless on hiatus, tell me beforehand if you go on hiatus/close your site, and not upload music or video files to your account.
